Three categories, and only one of them is on before you choose.

Off means off
Until you accept, analytics and advertising storage are denied at the source rather than collected and discarded later. Declining is a real outcome, not a slower path to the same one.
Changing your mind
The choice is stored in your browser. Clearing site data brings the banner back; the cookie policy has the detail on each one.
What we can see either way
Our own server records the requests it answers — address, page, browser string — which is how any web server works and how the site is defended from scrapers. That is separate from analytics and is not what the banner governs.
Advertising
The site carries ads. They load on techplay.gg only, and never on this help centre.
